Are those really job opportunities in Chile? It looked more like training to become an English teacher... and then if you are lucky you might get a low paying job in Chile?

What field of medicine are you into. Maybe you should look for a job as a volunteer. You will be much more experience and you could also contribute to charity works.

My feel is that they want to sell your course and you buy the course thinking you'll end up getting a job...

So it is not really for someone looking for a job!

It would help if they not only offered the course, but offered a job somewhere afterwards.

I would try posting your resume online or looking for jobs on the internet that interest you, and go about getting a job that way.
